I am not 100% sure on this but i expect you need to be far enough through fountainhead palace to receive the bait in the first place.

you need to buy a certain ammount not just a single item, if you buy the mask fragment that costs 14 scales he will give it to you each time. also make sure that you are talking to the pot noble in the fountainhead palace and not the one in hirata estate
