Haven't timed it but it feels like it adds about +50%.
Also idk if you already knew this but Resins in DS3 lasted 60 seconds same for most spell buffs. Bundles on the other hand lasted 10 seconds but gave you 37.5% more damage.
You don't need a consumable item to last for 5 minutes that's broken.
I disliked the system in DS3 as well, but at least there you had 60 to start, and there was a ring the could make those buffs last longer.
30 seconds is just not enough time to make a difference.
TBH, this could all be solved if Sekiro just took a little less damage in combat, so you had more time to learn from your mistakes. Some of the minibosses deal absurdly high amounts of damage, to the tune of 75% of your healthbar.
The latent skill for longer duration is called Devotion, and its learned through the Temple arts tree.
Still use them, but they just don't seem to help as much with the constant time not spent actually hitting bosses because they deflect or block so often.
