Also, if you still haven't got the achievement but you have a gourd with 10 uses, you might have to progress into NG+ and then when you get the gourd again from Kuro (assuming you don't just start with it automatically) the achievement might unlock for you.
Failing that, sounds like a terrible bug that needs to be stamped out. Your only choices at that point would be to start a new game and play through again, collecting all the seeds (if you know the locations, it's not difficult - you can have 8 out of 9 before ever fighting Genichiro in Ashina Castle, for example) to see if the achievement unlocks, or you might have to use a third party tool to give yourself the achievement the game refused to recognise, etc.
Seeing as the game is singleplayer, I doubt there'd be anything wrong with taking the latter option.
No there are 10 charges, but you start with 1 already.
