Use the puppeteer ninjutsu on the "rat" ninja at the Senpou Temple. He'll turn the lever and make the kite rise up. Then make your way through the area until you get to the old woman. If you look left you'll see the very large tree, and the kite. Climb the tree and grapple onto the kite. After you land look right, and you'll see some trees below to grapple on. It's just straight forward after that.
