You can, it's just that his attacks have kinda iffy timing.
Learn the tells and spam forward dodge. Also, tossing oil + fire and fistfuls of ash his way works.
Their stabs always give you a warning, and a Mikuri counter will tear through their posture. Timing these properly makes the fights much easier, and their horizontal swings aren't any more difficult to deal with than a sword-wielding enemy as long as you don't misjudge their range.
They are of course not "easy," but you can beat them. The seven spears guy for example is tough at first, and he has one stab in particular that delays quite a bit before going off (so I often have a problem with trying to counter too early and being hit anyway). Once you learn his moves though you can handle it.
In short - mikuri counter their stabs, deflect their swings, jump over their sweeps, and if you're not confident in your ability to mikuri counter them at least make sure to deflect.
