Your stuck with static drops until end-game territory. Kind of lame they made it like that, but it is what it is. The drop rates for those enemies I mentioned are really low btw so your probably best off waiting.
Oh, the two that are standing there drop 'em? NICE! You can stealth both by sprinting up to them, backstabbing the one turned away from you, then using Bloodsmoke to re-stealth and kill the 2nd one.
...what are you on about, they are on opposite corners of a large area with multiple enemies inbetween, both facing towards the center without overhead drops or an angle that would make it feasible to sneak up...
Sprint at them like a manic, you'll have time to backstab the one that's facing away. This is 100% consistent. Use the blood smoke ninjutsu, easy backstab on the second guy. Run through the temple, out the other side, backstab the third guy. Rest at the idol and you can get multiple runs out of one balloon.
Tons of magnetite, tons of iron scraps, and some adamantite scraps. It gets better if you have the monk passives that increase drop rate
