Games on Steam can have multiple publishers depending on the region?

It says that in Japan Fromsoftware is the publisher, so I guess that means that people that buy the game from the JPN will be giving 70% to Fromsoft, No idea who the Asia publisher is. Does Activision normally sell Steam keys on sites like GMG? If PC does not have the CE option I think I will just buy a Steam key from GMG then

It's Chinese platform like steam, but the currency is Japanese yen, don't know why
