I fought ashina isshin first though so it could just be me being used to the game by then.
Id go with the bigger battlefield, makes it easier i think.
Isshin Ashina is not hard once you know his attack pattern, and his fire attacks in the 2nd phase are slow and can be stopped easily with firecrackers.
That's kind of a biased opinion because imo, none of the bosses are really hard if you know their attack patterns and how to deal with them.
Fire Isshin has a small arena while Sword Saint loves his pistol.

As for Sword Saint Isshin, his most dangerous move in the last phase is not the lightning, but his 2 diagonal windslashes. The best counter is to dash through the first then deflect the second in melee range but that can be very risky as it requires good spacing and timing, so running sideways may also work depending on your distance from him.
Ishin Ashina's first phase is fairly easy, and his most dangerous fire moves in phase 2 are all super slow, very telegraphed, and easy to sidestep around. With the exception of the One Mind combo, the counter to all the fire attacks was generously sidestepping behind him.
While Sword Saint Isshin's first phase (not Genichiro, he doesnt count) was really easy, I've beaten him twice and still haven't fully figured out his spear phase yet. He's super aggressive and can keep comboing attacks wildly into each other until you parry them or die. I always feel like I beat that phase without seeing its full potential.
anyway i think 1st phrase ishin ashina is still harder than 1st phrase sword saint. for iss i usually give him 2 hit attack for baiting his pattern, but for ishin ashina i need still to focus is that my 1st attack get hit, get blocked/deflect, or get evaded.
for ishhin fire attack it has long starter and easily disturbed with firecracker
