No. Only once you've beaten the Divine Dragon. Also it's super weird that you know of these locations and what bosses are there, but don't know use something like Google to see how to find it. Like, how did you even figure that out?

You can do the Quest until you defeated the <<final boss>> in Fountainhead Palace.
I really did not rush through it. I have no idea how you are supposed to find this unless you get lucky. Im sure someone found it but its not like smth you can get by just searching every nook and cranny. You literally have to listen to their hidden dialogue in a specific order, which quite frankly, most of the game those are just lucky encounters, cause they do not work from every direction.
For instance the one near ashina castle, where they talk about the "salt". If you jump from the main building towards the smaller hut that overlooks the bridge you can not listen to the soldiers talking. You can kill em from that spot, but the dialogue is not possible to hear from there. So unless you know they talk to each other, you might just pass the whole conversation which is needed to progress a certain quest. Im not even sure how many eavesdrop opportunities I have missed.

does killing him after the devine dragon effect the ending?
