From my understanding, I think the plan is for weapons to go up to +5, but I am not 100% sure on that. But yes, crafting will of course be “upgraded” later on for higher tiers to account for that at the proper time. It’s in early access so things will be added.
Yes, as you’ve likely seen, more “interesting items” like the Fishing Rod, Pirate Hook and Moon Sword weapons were added with the recent Beach update, and I anticipate more as time goes on.
Given the way the game’s weapons are designed—that wouldn’t make any sense. All weapons are created to be “good in some fashion”, and not to be “directly outclassed” like you’re guessing. Moon Sword does pure attack and magic—so no other weapon will do “just attack and magic”. Perhaps a “just attack / just magic” could pop up at some time, but Moon Sword can be upgraded like anything else—don’t expect “The same stats as Moon Sword just better”—that would just be Moon Sword +5 or whatever.
Theoretically, all weapons "should" be like that (design-wise, that is). Of course, as is the nature of life, some weapons will rise to higher and lower prominence in the playerbase. By design, however, weapons aren't made to be "so this will get outclassed by a weapon which does the same exact thing just with more stats".
