Eventually, is the answer. Those shops won't get more stock until some sort of story trigger happens, which, is not currently available in the game. From what Moi Rai says, probably expect them to re-stock once at some late point in the game. Of course, things are always subject to change in Early Access, but know -- you can rest easy that they aren't going to do anything else in this current patch.
