The hero mechanic if I read it correctly would only be present in the campaign though - in multiplayer this would be too unbalanced (and I'd like to think that forgotten empires would know this). And even in the basic AoE II you have hero units (Jean d'Arc, La Hire, etc.) although admittedly the three kingdoms heroes having special ability would definitely gameplay wise at least overshadow the older hero units (which are just tankier units).
Regional unit skins update? Sea combat expanded? Some civs desperate to have a split? Nah, who needs that. Lets have EVEN MORE asian civs, this time 3 chinese "civs" with different flavor and 2 no-name-civs that might as well just be "chinese".
Edit. At the very least it should have been a part of the Chronicles, not the main game! It would have made much more sense and expanded the Chronicles as the remake of AoE1.
