Thank you for reporting this issue. Could you please share your setup info (CPU, GPU, RAM, OS)? Do you have an active antivirus? Do you experience desync issues in other multiplayer matches too?
Please try these steps:
1. Add the whole game folder to your antivirus exception list. C:\Program Files (x86)\Steam\steamapps\common\AoE2DE is the default
2. Disable all your mods and restart the game after that.
3. THEN verify your files in the Steam Library -> Age of Empires II -> Right click -> Properties -> Local files -> Verify.
4. Update your graphic drivers and check for pending Windows updates.
Thank you!

It seems to be something the devs should fix instead of everyone finding workarounds :/
BTW, if you have multiple Steam game directories, you'll need to find the path to the one having the game installed
I've also found that other games could be the problem. Like one time I couldn't start any game in my library due to sync errors galore. I discovered that Baldur's Gate 3 was hogging up the cloud. Disabling the sync on that game fixed the issue.
No tech guru here. This is just my personal experience.
