Report a translation problem
I did this and I got the following error message : SteamAPI_RestartAppIfNecessary() has been triggered. Abording startup
I also tried everything posted on your previous link.
AoE2DE_s.exe - Entry Point Not Found
The procedure entry point EventSetInformation could not be located in the dynamic link library ADVAPI32.dll

I did two things to fix the NON-restart
1. Uninstalled AOE DE again (3rd time)
2. installed VCREDIST x64 latest from MS site
3. restarted PC
4. Installed AOEDE again
Worked this time!

You can also find the VCRedist installer in the AoE2:DE install directory.
If you have any outstanding Windows updates, make sure you've run through them and restarted your computer, as well!

I have restarted my PC twice... once after I manually installed Microsoft C++ Redistributables and once after I first realized the game keeps crashing...
Disable fullscreen optimizations of windows too.
-The game isn't officially supported on Windows 7.
I have ran it manually, by the game folder, as an administrator, right after I added the game exe to my antivirus' white list... Updating C++, graphics driver, reducing the graphics quality (when it let me reach the game menu, I dropped it to lowest & set it to the lowest resolution windowed) didn't help either...
When last did you install DX On your system?
I wish we could use Vulkan to run this -even RDR2 was released with Vulkan support out the box - more stable.
