Turtle ship is available from beginning but according to ingame hints it should be available just after finding admiral. Yet I can build it from very beginning before finding him.

I can't reproduce this issue. Even after researching everything (except Spies), I am unable to produce Turtle Ships until I have line of sight of Admiral Yi.
