Return of Rome - Offline Mode Issues (Black Screen & Achievements)

Does anyone else have issues with the [Civilization] Victory achievements for Return of Rome civilizations?

I was playing in Offline Mode, so maybe that is a contributing factor, but achievements are supposed to work in Offline and most of them still do.
1) Played a Skirmish game with Lac Viet in RoR, Empire Wars and Turbo Mode turned on, no cheats. No achievement after I won.
2) Changed to regular AoE2, played a game with a AoE2 Civ I haven't won with yet, got the achievement after I won, no special settings.
3) Changed back to Return of Rome mode, played a game with Yamato, no special settings (no Empire Wars or Turbo Mode this time), won the game, didn't get the "Yamato Victory" achievement, but I did get "Agile as a Sparrow" achievement because I also happened to have 0 losses.
All three games were in Offline Mode.

The worse thing, however, is that after playing the 3rd game I get a black screen whenever I try to go to "Skirmish". Doesn't matter whether I use RoR mode or original mode, after the intro + clicking on Single Player -> Skirmish, all I see is a black screen. Music keeps playing in the background. Tried restarting the game multiple times, same result, restarted Steam, same result. Same thing happens if I try to go go to the "Load Game" interface (Singleplayer -> Load Game). Black screen.
I can still go Single Player -> Campaign, it shows the map interface, can pick any campaign I want, start a game, but after I win/lose (go to the post game score screen) = again, black screen.

Maybe the latter issue is not even related to Offline Mode and it only happened to me today. I tried playing RoR (also Offline) on Tuesday, and I did not get the black screen issue after winning.

I tested the [Civilization] Victory achievements again. Played as Egyptians w/ Deathmatch/Post-Imperial/Score victory (4000). First game, nothing. Second game, same settings, got the "Egyptian Victory" achievement.

Restarting the computer makes the black screen (issue #2) go away. Doesn't seem to appear again. After the aforementioned game, the black screen hasn't happened. Seems to be random, can't recreate the issue.
