Hard AI obsessively builds docks when it makes no sense
The AI has a serious problem with investing way too much into docks and navy, and this is a particularly hilarious example of that. The map is Valley, which has just a few tiny ponds of water, and by the end of the game, the AIs built a dock in EVERY SINGLE ONE of them. (Mills would have made 10x sense, as there were only shore fish in the ponds and animals all around.)

This is just a particularly hilarious example, but the AI often sinks 3/4 of resources into navy on maps like Coastal - please look into this, as it weakens the AI massively on "mixed" maps.

-For that map, I would be doing the same I think because navy would be the key to winning. Typically you'd want tons of docks to speed up your military boat production.

-The shallows connect every player right?

Yes, the shallows connected all players. Which means the navy is not a great choice at all, and the AIs relied in 80% on land units anyway.

10+ docks? Seriously? That's over a thousand wood you could spend on actual ships. This is indefensible.
