Report a translation problem
I had not destroyed any smithy, had not destroyed the monastery and used many, many saves. Considering that you do not use saves, I suppose you started all over again 3 times and none of these 3 times the navy trigger worked. Although if you press "Play Again" on the defeat screen instead of starting all over again on the Campaign Map the game considers it as if you had played the same match as before, i.e. the same bug.
The desire to start a new match and see if it works this time is great, but the anger will also be great if after all this work does not work a second time.
With more patience and attention, now that I knew the Norman attack was weaker over time, I destroyed all the buildings around the logging and siege weapons, including the two smithys, destroyed the Church, destroyed the tower and all the buildings around, including the smithy, healed them all, spent all the resources and went to the last mill.
Now with a larger army, with more improvements, completely healed and having defended more of the initial attacks of the Normans, I resisted the twenty minutes with a city a little more complete (not so much) and with the castle with more HP, about 30 seconds to 1 minute after the end of the count happened the event, I took control of the Navy of Bari and there was only destroy the Norman Navy , which was easy.
That is, theoretically it's the same match I had trying a dozen times to make the event work from a different save and it didn't work at all.
I think the problem should be that what trigger AI and the Normans understand as having Defended Bari enough for the trigger to work and what Bari's AI understands as having been damaged enough to give up and clearly show the player that he didn't get are at odds. PS: Hard Difficulty.

Basically the timer doesn't really do anything. After it runs out the mission does not fail or "bug" out. The main "hidden" goal is to defeat as many soldiers rams and trebuchets from the Norman Army ("yellow") as possible.
After the timer ran out I let my pikemen destroy trebs and let my castle kill the rest. And 10 ("!") min after the timer ran out I gained control over the navy and I was able to destroy the two harbors of the Normans.

I had the same problem today while playing BARI 5. On my second play through I destroyed the mills, 2 blacksmiths, and monastery. Once that was done I ran back to the castle and camped underneath it. I knew this time around that the enemy get infinite resources and troops so there's no use fighting them.
Every now and then I would take a few knights and kill there trebuckets to slow down the push. Finally the 20 minute timer ran out and I thought I would be victorious.
However that was not the case. This is where the bug comes in. There is a second hidden trigger that gets activated once the timer runs out. This trigger secretly expects you to destroy X amount of the yellow players army / siege.
After killing some more of the enemy, a message pops up saying they are going to retreat. After this the navy unlocks.
I managed to win the game without loading a save. You just need to fight a little longer after the timer runs out and/or destroy enough units.
The city of Bari was almost completely destroyed by this time so I don't think that's the issue.
This level has some very bad game design and possibly they should look at reworking the triggers and/or informing the player better. Maybe a new objective when the timer runs out that we need to "push the enemy back"!
