Well I'm not part of the elite 1400's who have been playing for 10 years and linking up on TG's with their own website even created to make TG leagues, but for average player the game is like I have 4 scouts they have 5 run away

I'm also not 1400. You don't simply "run away". You try to bring the enemy scouts to a disadvantage such as shifting the battle to a nearby hill to make use of the hill bonus.
