So in part this could be Steam's fault? Some countries are getting short end of the stick then. Regional pricing is important because it's helped with piracy and giving a fair price to all.
Clarification I said would be nice as it seems weird for the DLC to be more than the base game for some and not others.
"I’m forwarding this to our team that works on pricing, thanks for sharing."

Hope they fix this.
Anyway, I'm not buying it now. I'll wait for my next paycheck at the end of the month, the issue should be fixed or not by there.
Seems that it's being looked into. I hope that the prices can be fixed. As much as people like to think and meme corporations are money obsessed, I doubt it's intentional that their prices would jump up this much AND be out of whack with other regions.
The indie devs have also increased the prices, following the new recommended prices by Valve.
Regional pricing is a thing of the past unfortunately.
My guess is that they are trying to see how far they can bend the goodwill of the community that they have acquired through the other DLCs.
Edit: Apparently its not correct and is being tracked by Microsoft? https://forums.ageofempires.com/t/the-mountains-royals-is-more-expensive-than-base-game/241235/4
What they will do is increase the price of the base game. This way the DLC cannot be more expensive than it.
Age of Empires II: Definitive Edition - 19,99€
Return of Rome - 14,99€
Lords of the West - 9,99€
Dawn of the Dukes - 9,99€
Dynasties of India - 9,99€
The Mountain Royals - 12,74€
Basically we're kinda getting the short stick at the end due to Steam's changes in recommended price for the dev.
To my understanding, old system of currencies was "somewhat exact estimate exchange rate" from 1 currency to another.
This led to a loophole where a part of users using what can be called as "regional hopping". To add up, other country can gift a blocked purchase to an user who cannot make the purchase in their respective country.
Argentina and Turkey's economies were guilty of such loophole since people can buy game with lowest price possible. And their economy is totally f
This hurted the game development, so Steam applied a new system that calculated the exchange rate with PPP and CPI. And boom, they recommended prices (not applied, it's different) to whoever setting up price on stores.
It's not a good way to fix everything magically, given most countries are being affected from the min of 1% to the maximum of 400%.
The best way for now is negotiating with developers to change the price. And you can see how wormy like I told.
I did looked up after most people complained the price, since Steam pricing changes only affected me in a small quantity. Regardless whichever side you are on, Steam opened a wormy can of chaos, which gives developers more power to combat "piracy" but at the cost of customer's purchases. It's debatable old way or this way of recommended pricing is better, but I would say, it's suck to live in the new recommended pricing.
Base game = INR 529
Mountain Royals = INR 899 (base)
Lords+Dukes+Dynasties = INR 879
Rome = 499
