I have look for it in the mods browser, but the only one that is there is outdated and doesn't work
I would like to make a data pack, but I can't find a guide anywhere on how to make one

As I said, units such as siege weapons are considered to be techs and can be found under the Techs tab. Each tech has an index number assigned to it. The techs in particular you want to disable, along with index numbers, are:
Given you have to do this for all 39 civilizations, I recommend instead just creating a scenario.

would rather make a data pack
- You need to load the dat file, something like steamappa/AoE2DE/resources/_common/dat/age-empires-1.dat
- Make the changes in Effects -> search e.g. "Aztecs Tech Tree", duplicate a line and choosr the unit to remove
- Save in another .dat file with same name
- move the new file in a tree resources/_common/dat/age-empires-1.dat
- pack resources in a zip file
- log in on the aoe website, and submit the zip file as public Data Mod
I tried to make a mod "Vemonia - no land ranged siege units", it seemed to work (I am new to modding and try to learn).
Once you suscribe to a mod, you can access the .dat file somewhere like C/Users/Documents/You/Games/AoE2DE/ID/mods/suscribed. You can use an existin data mod as starting point.
