That it shows up in one game and not everywhere suggests its a clash of resources.
First check the mouse then do a full closedown and reboot. If the problem persists look for any recent updates ... possibly to a mod? Verify your Steam files.
Now go to Steam Library screen then right click on the game name look at properties and choose the menu Local Files then verify files. Hopefully this will fix it. You might as well attach your mouse to make this easier again.
The shorthand method of telling you this is
Steam Library/[Game title]/Properties/Local Files/Verify Integrity
So it guesswork time for sure.
First actually check your key bindings to make sure you have not inadvertently set another key to 'Left', though unlikely its worth looking.
Perhaps you or someone on your behalf has taken a look inside to see if there was anything obvious relating to those freezes? Anyway, if the keyboard was taken out or moved to one side the ribbon might be very slightly askew in its connector. With heat variation that connection could well be drifting and have finally reached a limit. A hard knock, as in a drop, could also do this if the ribbon is tight.
That the issue only arises in AoE is not in itself proven unless you test all your other games and all their keybindings work ok.
So, if you are up to it see if you can reseat that keyboard cable and touchpad, if that is a different connection. You might find a YouTube vid showing you how to dismantle your machine. But if in doubt maybe get a professional to look at the machine. Certainly it is time for a clean out after 5 years and there will, almost certainly, be dust blocking some of the airflow.
Any laptop that is used regularly should be cleaned at least every year or two.
Does this happen to you in another games? If not, can you attach a video here with google drive, wetransfer or a similar tool?
Also I recommend you to reset your hotkeys to see if something was wrong there
My last idea is to delete your files on your PC:
For deleting your user files, you should:
a. Make sure that your Steam Cloud is disabled in Steam, AoE2 game, Properties, General.
b. Go to C:\Users\YOUR_USER\Games\Age of Empires 2 DE.
c. Copy your user folder to a safe place, it has lots of numbers.
d. Delete the original folder
e. Verify your files in Steam, AoE2 game, Properties, Local Files.
f. Open the game again. A new user folder will be created.
If this works, then copy back the files from your old user folder. Those files are in the folder -C:\Users\YOUR_USER\Games\Age of Empires 2 DE\<0>\Savegame, Recorded Games and Save games.
