Disconnects usually just that. There is a hack that allows a player to drop everyone from the game so it doesn't count as a loss and they lose no elo. This is less common, but still a thing.
The more common hacks involve giving yourself AI level resource micro, coaches or smurfs pinging and moving camera when game is paused, and taking control of a villager and moving it elsewhere while you aren't looking. Late game resource influx hacks are also a thing but less common.
Most problems are just bugs. But its also not as rare as people thing, mostly thanks to a german group exposing how easy and common smaller hacks where. One way to tell is people who are openly hacking usually lack a profile pick when the game starts or ends. This is due to changing the game files freaks out profile files and makes it disappear.
Either last year or the year before I was in a game with player using a superdog map hack on a forest nothing game. The dog with a red cape would fly around revealing the map. I reported him.
The resource hack seems most common.
I did not know about the resource management hack. It explains a lot of games where I played my heart out, and someone still storms in with ballista eles in early castle.
Whatever.
It's my opinion that units walking backwards is not a bug, but indicates a hack or other software being used on the game. I'm tired of it.

Either quit trolling or get a grip. Government is not going care that somebody was mean to you on the internet.
1. The forest nothing map with the dog and red cape was part of the map. The person that created it, intended for it to be there, it wasn't a "hack" lmao.
2. If you think someone was hacking, all games are recorded by default. Maybe rewatch one and take a look and confirm this before talking about it on the forums?
3. It's your opinion that units walking backwards is a hack and not a bug eh? Can you lay out for us exactly how you were able to determine this? In MY opinion, you're just using the word "hack" as a term for anything unusual that you see in the game. Perhaps expand your vocabulary, or use a thesaurus?
