So only those things count. Solution is very simple, just don't build a wonder. You can safely research anything else.
What I did was, when I was close to winning the game I made a manual save, got the achievement and then reloaded, pulled my army back and build the wonder, researched everything just because I was curious what it does.
It's some really nice buffs to your infantry. You have several things to research and you always pick between 2. And doing side quests unlocks more things to research.
I basically played till the end without building it (the achievement popped up) and then I've returned to the last autosave, have built the wonder to see what it does. There are really cool things for different units and I'd prefer to have buit it sooner to buff my cavalry and navy even without infantry buffs.
And yes, I researched all the other technologies, that's okay.
There is plenty of gold and stone on the map, so recources are not a problem in this mission.
You can research any technology you want so long as it does not specify it is for infantry. For example you can get +40% HP on Siege Units because its not an infantry tech. There are also ship upgrades, cavalry, mounted archer techs. Just when you click the wonder you don't research anything that says it effects infantry when it is researched.
And you get unlimited resources on Moderate. The Athenian Allies are very weak and don't really do anything and you can destroy the Athenian Navy early on by booming and putting all res into a navy. If you destroy the shipyards/ports, Athenians cannot build ships and as its a siege they don't rebuild their buildings.
