Reset all progress by deleting the game?
If I delete the game from my Steam account and buy it again will I lose all campaigns unlocks and medals?

To start all campaigns from scratch and all profile statistics back to zero

you can if you disable cloud saves from game properties on Steam and delete the game data in
C:\Users\UserName\Games\Age of Empires 2 DE\....
EDIT: This is only to delete progress within the game, but not in Steam (playtime, achievements, etc.)

if you delete the game you can't buy it again, but you can add it back to your account in Steam support at any time. your playtime and achievements will remain too (the game will just disappear from your profile and game list)

ah yeah, no matter what you make, playtime and achievements will remain in the account. Sorry I did not understand the issue at 100%, but is like @Auk is explaining
