The AI plays build orders: 6 collect sheep, 3 collect wood; villager 10 gets a boar [or not, on easier difficulties they are not allowed to eat boars].
It will probably lead to more bugs if villager 21.7 gets the job to build a mining camp.
Also there is no real need to push medium difficulty. On hard is where the fun starts if you want to play "for real" and not just slow sim city like moderate. Also 200 pop is the common standard setting for 99.9% of games.
That weaker AIs eventually stop Villager production is the main way they are balanced.
