Georgian Fortified Church Economy Bonus, Does it Affect Allies?

Going off the following wiki: https://ageofempires.fandom.com/wiki/Fortified_Church

And in relation to the economy bonus:

"The Georgians' Fortified Churches boost all Villagers by 10% in a 19 tile square (10 tiles from the building's centre, 8 tiles from the building's edges)."

I am wondering if:

1) The boost by 10% is only the rate of collection by a villager but not speed?
2) Does this also affect allied villagers?

I don't believe so. If it did I feel like it would be common knowledge by now picked up by pros or somebody like Spirit of the Law. You'd see them around allies towns in team games.
