Do note that starting from RoR the base price for DLC has increased, this applies to Mountain Royal as well. All previous DLCs remain as the old price
If you already have the Rome one (which is arguably the worst dlc but not terrible either in my opinion despite its mixed reviews) you should probably get all the others as well including even Mountain Royals. In my personal opinion none of these dlc packs are too expensive even when they are not on sale, but probably some people are going to wait anyway for the next discount sale before buying.
