Another problem is Winged Hussar, Savar problem. Some would argue losing identity.
But aside those two things above, possibly. Your idea and the way to handle nuances could be practical if devs were planning such a content pack.
I think it should be 5 to 10 civs regional per pack to be honest.
We already have regional Trade Carts, Kings and Merchants (unfortunately, the Merchant is only available in the scenario editor).
My first priority is always the following:
A player that starts the game for the first time should be able to learn the basics within a week. Now we have 45 civs within 11 architecture sets. If we would get full regional unit skins,(even if linked to architecture sets) the number of units a new player has to learn jumps up significantly. A new player has to learn that an Ethiopian Pikeman is doing the same thing as a Goth Pikeman, despite the differning stat because of the civ bonus.
Also there are the cases of the unique units. With Regional skins, the unique units don't just pop out. For new players. seeing a teutonic knight or a shotel warrior pops out because: "Hey, I can't make those. What are they doing?"
But when a goth player has a huskarl next to a long swordsman specific to that region, a new player will only see two types of swordsman, and has to stop comparing them to his own units.
"Hey, those hindustani heavy camels look great. Why are they killing me without a problem?
Oh, they are imperial camel riders. "
Yes, once someone is more familiarized with the game it is a really cool option to have regional skins, but it can frustrate and disenchant a new player who just want to jump into the game.
So, nobody should have anything against it.
I understand ppl that want to have clearly distinguishable units.
But u also have to understand that there are ppl that want to have a more immersive feeling when playing the game. And for those we need new skins and maybe also architecture sets.
Make it optional, sell it as optional DLC for 5€ each and everybody should be happy!!!
My proposal:
+ 1 to 3 DLCs related to base game castles. We can reuse one default for one civ, leaving around 3 to 4 for each architure set.
+ 1 to 5 regional units skin content pack.
Not sure how viable that is, but I think there should be somewhat work in theory. The packs could cause a backlash, which is a possibility.
To make regional skin for units success, I think we should keep the silhouette consistent across all civs, like event units.

I think its madness they've not offered a user end only dlc for visuals yet.
