Report a translation problem
We've come a long way since 2001, but I feel like DirectPlay should still be an option with this game. It would make sense in a situation like yours where there's no internet connectivity but there's still a local network available. Plus, what if I'm banned from multiplayer for one reason or another and still have friends who want to host me directly in a game outside of the official servers? Microsoft seems to have really locked down Definitive Edition.
The original (2013/HD) version might have some hope of still having this feature, but I wouldn't bet $19.99 on it.
You can do it in the HD edition :)
