Return of Rome, besides being basically a whole game (AoE1DE) is bit by bit getting new content and there is no reason why would this be different, especially considering its initial cost (I got mine via pre-order but still).
That being said, Bohemians are by far my favourite civ but these two new here are both way too good and nice to play with them, both are almost matching Bohemians (Hussite Wagons are unmatched 🥹) and I can see myself grinding many nice hours with both. Meanwhile new content and fixes is almost certainly going to come and with Christmas holidays being near it's possible to get lucky and grab this DLC with a nice discount to make its price more reasonable.
its not like you need to buy it asap, just save up some money every month, eventually you can buy it
