No, you'll be able to play AoE 1 in the AoE 2 DE engine, so it's like a re-remastered AoE 1. You can only play AoE 1 civs against other AoE 1 civs, you cannot play Cartheginians Vs. Britons or something like that.
It will probably have a ranked multiplayer though.
-Players will be able to switch to Return of Rome in the Age of Empire II's main screen and take on fresh challenges.[1]
-Its release date 16 May 2023 was announced on 7 April 2023.[2]
-Its teaser was released and it was made available for pre-order on 25 April 2023.
-It will also contain all the campaigns from the game. The intention is to have all the content of Age of Empires and Age of Empires II accessible to players from the same place.

Strange I know, but adapting the AOE I campaigns to the fluid gameplay and QoL of AOE II, making them AOE II campaigns, with narration and those images that go along with the story, would be a huge job, they wouldn't have left out of the marketing if they had been adapted.
The narrative of the three new campaigns, which differs greatly from the narrative of the AOE I campaigns is also a proof. So this unfortunately seems to be wrong information, from before today's announcement.
I want to arrive on the 16th and see that all the AOE I campaigns have been adapted as well, it would be an incredible surprise, but at the moment it seems that this will not happen.
