A potential argument against this: Not every civilization would know how to build or utilize water walls, but maybe they could add it as a technology, or make it an exclusive ability for a future civ.
This would give Fishing Ships the ability to quick wall. That actually sounds really cool.

It's a water overhaul mod that adds walls, gates, towers, and a whole new roster of ships.

I do understand the balance, but campaign only which is about naval battle will be more fun.
Needless to say, I'm disappointed when found out the ship is unable to build seawall and seagate when you set the training location for the FS via triggers.
Do teach me if you find a way to make it buildable in Vanilla.

I don’t know much about modding, or the requirements you need for this particular one, but hopefully that helps. =D
I'm still trying to figuring out how to let Sicilian UU and Fishing ships building extra buildings.
And I have figured it out that seems like they are programmed to stick with specific building.
I mean, I can see the reason behind it because until African Kingdoms, Galleys were the only kind of military water ship in Feudal Age. But as chaoticbalrog mentioned above you, walls would be just used to wall opponents off
Aside from Bombards and Petards, there are no equivalent units to the others (which are also available in the earlier Ages) on the Water, and introducing such units, or giving Fireships a bonus against defense buildings, would have severe knock-on effects for the whole Water balance.
In any regard, nobody could ever wall and tower deep waters, so unless you want some very thin lines of coastal defences, that only serve to stall out the game a bit, or offensive coast wall laming; it is better to not have Water Walls.
Plus a Greek V Persia big sea map so you need to make navy, instead of highland maps where you make 2 galleys or 2 fire ships and then cannon galleon 11.

The water map design is usually a square river around the edges of the map, easy for demolition ships, no wonder everyone hates water maps 11. With lots of islands dotted around it for Heated Shot castles.
Apart from Baltic all the water maps are built like this instead of a big open sea, easy for fire ships and demolition ships 11.
See people using Galleys on twitch and they get melted due to there being always a square land making it two rivers into your dock 11. So fire ships in one river and demolition ship in the other river easy 11.
