What i did was turn the fishing boat into a working boat with an upgrade and making the game think it was "villager" unit with the ablity to build sea walls, gates and towers. I've managed to get the icons working and all, but nothing happened when i clicked on it.
I've also thought of some detail that would be an issue, there's no foundation sprites when building structures on sea, this could have been the main issue why it didn't work.
I guess only the devs could make it work properly, but then again, even being a nice addition to improve the game, there's always those to complain about it, so don't feel discouraged about giving future suggestions with the upcoming negative comments.
It's far easier to put things into a campaign and have it be balanced. Campaigns are a controlled environment. Once you add it to the game in general where players can use something in completely unpredictable ways it can become a major issue.
