Math time - let's check out some measurable data:
- There are 41247 players on AoE 2's 1v1 RM ladder and 64286 on the TG RM ladder. This is mostly very usual for AoE 2 as 1v1's player count is set somewhere between 39k and 41k and TGs are also 60k+.
- Over at Age 4, it's 45248 (Season 1), 44632 (Season 2) and so far 24282 (Season 3). Season 3 introduced Team Ranked and that ladder has 36900 players so far.
4's data for ranked seasons becomes slightly unreliable as it doesn't remove inactive players from the leaderboard like AoE 2's does but even taking that into consideration, it's anything but "more than double".
If we compare the amount of concurrent players on Steam alone, it's also anything but more than double: https://steamdb.info/graph/?compare=813780,1466860
With AoE 4, you have to take into account that, because of the price, there are a lot of people who play the game via Gamepass, unlike 2 which is a steal for its price and has most of its playerbase on Steam, thanks to HD Edition being a thing. Sadly, Microsoft doesn't show these figures as public as Valve does.
