Report a translation problem
To access the tech tree simply click on their icon in the top right or in a skirmish or online lobby click on the technology tree button. You can scroll the tree and you can see the Outpost building.
Also a quick Google search also shows the information for Outposts

Why are you so interested in this simple building?
Only navigation sucks, so when looking for Outpost, I type in Google "Aoe2 Outpost". And fandom will be the first and best hit for sure. You can find celtic tech tree with F5 ingame or on fandom with Google search: "Aoe2 Celts".
An Outpost is not a technology so you won't find it in a page about technologies. However, if you search for "Outpost" in the fandom website (upper right corner), you'll find the page "Outpost (Age of Empires II)"
If you just started the game, the William Wallace campaign will explain you the very basics. If you want to play it further, I recommend playing The Art of War scenarios.

From there you can go to every Civ's page, and under the tab "Tree" you usually find all the information you want.
E.g. Outpost is under "Defensive structures"

If you click on Advanced Info it tells you the additional armor and bonus damage values of units and buildings.

The ingame tutorial as well as the "Lessions of War" ?!? campaign should give you all the information you need to beat the Moderate AI after a few tries.
