Thank you for reporting this! I recommend you to try the following:
1. Try to add the whole game folder to your antivirus exception list.
C:\Program Files (x86)\Steam\steamapps\common\AoE2DE is the default,
2. Verify your files in Steam. Go to Steam Library > AoE2DE > rightclick > Properties > Local Files > Verify.
3. Re-install Steam.
If this doesn't help, you can try this:
1. Delete your user files. To delete your user files, you should:
a. Make sure that your Steam Cloud is disabled in Steam > AoE2DE > Properties > General.
b. Go to C:\Users\YOUR_USER\Games\Age of Empires 2 DE.
c. Copy your user folder to a safe place (like your Desktop), it has lots of numbers.
d. Delete the original folder in C:\Users\YOUR_USER\Games\Age of Empires 2 DE.
e. Verify your files in Steam. Go to Steam Library > AoE2DE > rightclick > Properties > Local Files > Verify.
f. Launch the game again. A new user folder will be created.
g. If this works, then copy back the files from your old user folder that you moved earlier.

Thank you for reporting this. Did this error lead to a disconnect or crash? Did see this error only once?
Some steps that are helpful:
1. Verify your files in the Steam Library -> Age of Empires II -> Right click -> Properties -> Local files -> Verify.
2. Disable your mods and restart the game after that.
3. Update your graphic drivers and check Windows updates.
4. See if checking or unchecking the V-Sync checkbox in the Options improves your performance. Modifying the FPS Limit and making it closer to your monitor could help too!
5. Close as many programs as possible before starting the game.
6. Disable Enhanced Graphics.
7. Add the whole game folder to your antivirus exception list. C:\Program Files (x86)\Steam\steamapps\common\AoE2DE is the default

Game strictly rejects invalid certificates, so you will have to somehow sort this out with your mobile operator, or use a VPN.
Not at all related to the internet, I formatted my PC and reinstalled everything including drivers and my internet is perfect. The game worked once I installed it from Xbox Game Pass, this is a Steam issue, get it toguether and fix it already.
