Noone purchase anything to be able to use it five days and be denied to use it during the next five days, rince, repeat.
This is horrible customer service, please fix it once and for all.
Is this problem present after 58850 update?
I recommend you to follow these advices just to be sure that the problem is not related with your local files:
1. Verify your files in Steam, AoE2 game, Properties, Local Files.
2. Deleting your user files. For deleting your user files, you should:
a. Make sure that your Steam Cloud is disabled in Steam, AoE2 game, Properties, General.
b. Go to C:\Users\YOUR_USER\Games\Age of Empires 2 DE or C:\Users\YOUR_USER\Games\Age of Empires 3 DE.
c. Copy your user folder to a safe place, it has lots of numbers.
d. Delete the original folder
e. Verify your files in Steam, AoE2 game or AoE3 game, Properties, Local Files.
f. Open the game again. A new user folder will be created.
If this works, then copy back the files from your old user folder. Those files are in the folder -C:\Users\YOUR_USER\Games\Age of Empires 2/3 DE\<0>\Savegame, Recorded Games and Save games.
3. Reinstall your graphic drivers, update Windows
4. Update direct X.
5. Make sure that your game is not running on the integrated GPU.
6. Reinstall Steam or the game

Are you using antivirus? They are common cause for launch issues after updates.
Where can i find a link to download AoE II working edition ? Shall i go on GoG or their version is the same as here ? I litterally started playing last week and it pisses me off to have a game that i paid for that dont work after a week, but i cannot anymore refund it here.
To devs : have you ever heard of beta testing ? Make two branches on steam - one for stable and verified versions and one with active updates ?
EDIT : who is responsible for this mess anyway ? Who is the current dev team ? I see on the store page [Forgotten Empires, Tantalus Media, Wicked Witch], wich one is under microsofts umbrella and wich one is doing the groundwork ? [Karen time]
Have heard that [AoE II : DE] was a great remaster, especially compared to Warcraft III. Now this ?
Honestly they give you the treatment, that you deserve if you let them do it over and over agian...
And I mean not testing the upgrades. Not rolling back after encountering errors. You can not blame them, if you play the alpha or beta tester over and over again...
Yes and No
After the 58850 update the game would not launch. Two days later I received a similar response update everything not our issue. Asked for my money back from Steam.
Next day game worked again. Lasted 5 days opened worked great. Opened steam it was updating again. Updating what I am not sure. Sure enough age of empires won't launce again.

Do you think your testing is good enough?
Is there any room for improvements in the testwork?
Is this high frequency of updates really needed or could you do fever updates and improve the testing of the new versions? i.e do more of "releases" instead.
I would also like to object very strong to you sending out instruction like the one from "IkoKnight" where we as customers are supposed to perform a lot of actions to make a product we bought work in the way can can be expected.
It is your job, we are your customers.
Is this game so much more complicated than others who seem to have a way of managing.
