So modding the old fashioned way with Genie Editor is still the way to go for people who are serious about making truly original civs.
Still its impressive that someone managed to make such a simple site that lets people make their own civs very easily. Its really cool they even included the ability to make a custom emblem, and to their credit there are a lot of original ideas for civ bonuses as well as pre-existing ones.
Maybe he's going to add some unused scenario editor units at some point
Does your mod also replace another civilization?
It's linked in the video description:

Combining that with the hundred custom campaigns available for free on the mod section, this would mean no more cheap DLCs being sold that easy.
Yeah you can do that. It's pretty cool. I've done it a couple times. I made a few civilizations based on Infantry, Cavalry, Horse Archers, Economics, Trash, and Siege... giving each the max awesome buffs of everything civilization to make some killer games. It was fun. However, as soon as a new DLC comes around, or the devs make some changes to the civs, the mod is useless and have to make it all over again. And this game does pretty frequent nerfs or changes to the game... so it sucks.
