On a more serious note its the map type that is a huge factor(easily wall-able&heavy forested areas are where longbows dominate while the plumed archer's high hp&mobility allows it to shine on open maps)

Id say generally plumes are indeed better than longbows, they are cheaper, they are produced faster, they move faster, they are tankier (plus mayans have better rams for arrow soaking); but in some scenarios longbows would have the upper hand due to their range.
Post-imperial FU, longbows. It's damn hard to get through massed longbows with their full range.
