Turn off Multithreading (intel) / SMT (amd), increase performance 100%
I just did that in bios and turned off SMT (for amd users), it boosted my benchmark from 1025 to 1125 and there was 0 lag in the benchmark.

AoE2 DE will only use 1 THREAD and not 1 core. So by having multithreading or smt turned on you only use half a core. Will greatly boost your performance if you turn it off and if you got something like a 6 or 8 core cpu the downsite should be near to nothing with other applications.

Well all I can tell you is that the performance increase by turning of SMT (simultainous mutli threading) on my amd cpu was massive

Got a threadripper 1950x, 96gb ram, 1080TI

Since another user also reported way better performance with SMT off, it could be an issue with amd and SMT

What OS/version? Is your mobo on the latest BIOS? With/Without Game Mode?

SMT : some games might give you a small boost with SMT turned off, but it won't usually do that much. However running CPU heavy games (BF, ACO, ...) on a old CPU that is below specs with HT turned off will give you lot of stuttering / poor fps.

TL;DR don't turn off HT/SMT unless you have a good reason to do so.

Yea hyperthreading ofcourse. Well this here was purely about AoE2 DE which simply can only run on 1 thread which means it will give you a performance increase if you maximise that 1 thread performance. But yes, this is just a last workaround for people who otherwise cant play without lag.
Another option to try might be to turn on high performance mode in Windows System settings when playing the game. This'll force the CPU to run at it's default max clock speed. Otherwise Windows or the CPU will clock down when it thinks it isn't needed, which might be causing some of the bad stuttering people are having. It's possible the CPU isn't under heavy use so it clocks down and then the game chugs.

If you want to get really specific and just adjust the minimum CPU speed, you have to go into "Additional Power Options \ Change Plan Settings \ Change Advanced Power Settings", find "Processor Power Management \ Minimum Processor State" and change that to something higher so that the CPU never drops below a certain percentage of max clock speed. I had an issue a while back with one of the Windows 10 updates setting this down to like 20% so things were often really slow. I increased it to 60% and have been great ever since.
