Edit: For farms and fish traps, you have to queue each villager individually, or they all fight over the farm. Other resources will let the AI sort out which villagers move to nearby trees/mines due to congestion.

If you have 10 villagers and 10 farms, you right click one farm, and each villager will end up having its own farm.
If you have 10 villagers and 8 farms, 8 villagers will get a farm and 2 will idle after all farms are taken.
Maybe you are building your farms too far apart from each other.
I don't believe you're answering OP's specific question... because I have the same question.
Say you're creating brand new villagers from the town center, how do you automatically assign the newly created villager to farm the next open.
Pretend that you have 5 villagers queued up in the town center. How do I get the newly created villager to seed the next open farm without me having to constantly change the villager' waypoint?
Poor guy had no idea how awful 2020 was. :|
You don't have to change the waypoint, leave it on the first farm and they will walk to the center of that farm, stop for 1/2 a second if it is occupied and then walk to another nearby empty farm if there are any empty farms / unseeded farms nearby
