We can't offer help running the game on these platforms, but we wanted to make sure you weren't left behind!
That is a great question, let me look into it. My gut answer would say no, but that does not mean that service doesn't have plans to support it.
Does it work on win 7 or not?

It means yes without any promises.

If you're on windows 7, and you want to do multiplayer, try using hamatich, let me know if it works, because my friend is on the fence about it.
In other words, how can Win7/Win 8.1 users can run AoE II DE ?
1)The OS needs hardware to run on and most buy PCs with W10 preinstalled(as in yr local hardware seller buys the licenses from M$---->ever wondered why 2 hardware identical systems for sale got 2 different prices in the same shop ?(stating the obvious the one without the preinstalled W10 is a f' ton cheaper))
2)Some obscene amounts of cash&pinky promise exclusivity shenanigans were exchanged between the major hardware manufacture companies and M$ so they drop support for all but W10 for theyr newer gen chipsets
3)Heavy duty data collection from basic home users is employed by M$ via W10 spyware bundle and this information is sold out to 'trusted 3rd partys' so they can do some rather accurate targeted advertising
The above is only the tip of the iceberg then factor in the minor blackmail and leveraged apps store(wanna venture a guess about what it takes for an app to 'make it' to the store ?!) along with M$ office related cockery and u get yourself a rather accurate picture of just how free is W10 and how big of a foot is placed on yr throat as user to make u move to W10(notice how u don't even have the choice of staying on older OSes (at yr own damn risk mind u) as the new gen chipsets waltz in to crush any illusion of freedom of choice...
PS:have no illusion on this affair any one entity enjoying a monopoly can and will abuse its costumers with no remorse(remember nvidia's inflated prices for theyr cards a while a ago then recall the massive price drop as soon as AMD showed up with a decent line up of theyr own cards... make u wonder just how suddenly slashing the prices some 30% for nvidia didn't make them go bankrupt(the dirty secret: when they had no competition they overcharged the f### out of their customers...ah well surprised picachu face anyone ?!)
