Yes, it includes everything which was released since 1999. Meaning:
- The Age of Kings
- The Conquerors
- The Forgotten
- African Kingdoms
- Rise of the Rajas
on top of that you get the new "The Last Khans" Expansion as well which comes with 3 new campaigns and 4 new civs
Also, AoE 2 DE will include the following features:
- re-worked graphics, optionally in 4K (separate, free DLC)
- Zoom
- Spectator mode doesn't take any player seats anymore, so unlimited spectators (probably nice for tournaments where you can watch the livestream and be in the game at the same time)
- No workshop, but a mod manager which works like the workshop
- Crossplay between MS Store and Steam
- New, individual Achievements
- re-worked Soundtrack (even includes the two trial version tracks "Bust (Give the Drummer Some Mix)" and "Gyam Shorts")
- QOL-Features: auto re-seed farms and fish traps (plus reseed queue for both of them), intelligent unit selection, unit spawn in defense condition (optional), command queues for villagers
- New challenge missions where you learn stuff to be a better player like booming, rushing, defending a rush, fast castle etc.

i think right now is the best time to jump into the game because of a new polished version of the game. putting the modern-ish graphics a side, they are including a new section in the game for the new players, to teach them how to play the game, so you will have a better understanding of the game when you play the new tutorials ( which is called The Art Of War ) i also recommend to you to check out this short tutorial series on youtube to get a feeling about the basic instruction of the game. its with the old graphics, but the meta is still the same

and about why aoe2 is more popular than aoe1 and aoe3. i think the reason is aoe2 has the mechanics that most of the RTS fans like to see in a RTS game. in my opinion aoe2 is a better version of aoe1 , it took all the good features of aoe1 and added a ton more. but when you move from aoe2 to aoe3, its like they are completely different games which have nothing to do with eachother in terms of mechanics. the game changes from 4 resources based to 3 resources based (removing stone from the game). adding treasures to the game that will spawn on different locations of the map and you have to pick them up. changing the trading feature completely. adding a completely new feature to the game that i think no other RTS game has it, which in the middle of the game you have to switch your screen to a town and select different kind of supplies that you wanna bring to your current game, which lots of aoe2 players find it really weird! so i can say most of the people that loved aoe2, didnt feel the connection to aoe3 due to its different mechanics, and kept playing aoe2
so to sum it up, in my opinion, aoe2 is an improved version of aoe1, and aoe3 is a completely different game which only carries the "age of empires" franchise name and it has almost no connection to aoe2/aoe1/aom's gameplay . so it has its own players that like those kind of gameplay in a rts game
as a RTS genre fan that from childhood has experienced stronghold 1/2/3, warcraft 3 , rise of nations, age of mythology, age of empires 1/2/3 , command and conquers(almost all versions) , battle realms , starcraft 1/2 ETC ETC ETC, i can tell you aoe2 has one of the best (if not THE BEST) gameplay mechanics among RTS games, great depth and balance between economy management and military management. you might find it hard and frustrating at first, but once you get an understanding of how you are supposed to play the game, you cant stop playing it xD
I prefer the second one just because it have more content, its hard to explain to you, but what you expect from a sequel is to have a better version of the game before it...... age of empires 3 did not feel like it it have less content and a different gameplay, but its still good its just different you know? kinda like gta iv have less content overall than gta san andreas, like no planes etc but its still a good game, aoe2 have way more civs and updates, the gameplay part i guess is personal preference but i prefer aoe2 on this part as well, i do think you can like the game without nostalgia as i do like it (i have more nostalgia for starcraft), but thats up to you i guess if u can accept the graphics being like that i guess, i have friends that can't play indie games even the new ones like noita because of the graphics, so its up to you but its definetly a good game not just nostalgia.
my personal opnion would be for you to take a look on age of mythology and age of empires 2 they are the best from microsoft in my opnion and both cheap.
The Age of Empires, Starcraft & Warcraft RTS games defined what a real RTS is, its starting out with villager like units and building up from there.
