Or if you want more direct hints, do you have the flute? Have you made it to the warp room? After it starts chasing you, immediately warp to the warp room and just wait there until it shows up, then take the warp that is close to the mock disc altar. You'll have more than enough time to get there before it catches back up to you. Also, you can throw fireworks to distract it, if it does catch up to you before you get there.
also make sure you know where youre going once you make those jumps cause I died right after lol
IMHO It's a dark design where the developer intentionally makes a mandatory piece of the game much more difficult than it is fun so that they end up with more hours played on Steam. It may or may not be against the law in several western countries depending on if you can prove that the sequence contributed significantly to the total playtime on Steam through an inflated difficulty,
The reality though is that most people will probably give up at that part, which is roughly two hours in.
Use the flute people - you can basically remove the dog from the chase scene for so long with it that you have all the time in the world for that room. My reflexes are decrepit and even I could handle the dog chase in time, but with that, you can basically do these jumps with the dog away for a LONG time, removing the stress entirely.

...go through the entire section without the disc, steal the mock disc at the end of the section, and replace the real disc with the mock one so you don't have to get chased. This does mean you can't get the flame right away, but there's always the warp portal method others have described when you're ready to come back later. Point being your progress isn't stalled here if you don't want it to be.
Dark design refers to intentional manipulation. Given the game was made by a single person, I doubt he was thinking of ways to screw over his players for a few extra hours of game time.
