Quality Vs Quantity is a subjective argument. Especially when not every game is made for everyone. I'm someone who owns 800 steam games, so it's clear money isn't an issue. But if I have to second guess myself with spending 25$ on this when I can spend 30$ on Hades II than there's a clear cut choice that this sort of game isn't appealing to me. And the price tag isn't helping.
By listing games like League/Poe/CoD you are just gate keeping and insinuating people who enjoy spending less for thousand hour return aren't going to enjoy this.
Is it the best thing since sliced bread? I don't think so. Is it a good, fun game that I've only had one issue with? Yes. To me it's not a masterpiece, but it's only gotten better as I've played more. That doesn't mean it was bad to begin with, to avoid any confusion. It was good from the start and is slowly leaning towards great, but hasn't quite hit that mark yet. It definitely immersed me though, and I happily played for hours even though I skipped breakfast and it's now past lunchtime.
It really depends on whether or not the genre appeals to you and what your play style is. I like these kinds of games, I take my time and explore every detail, and after playing for a few hours it's worth the price to me. I would say play it, keep an eye on the time and see if you feel it's worth it before the two hour mark. Like you said, it's very subjective. If I wasn't desperate to go in as blind as possible, I might have waited for a Steam sale, but I wasn't sure if it would go on sale any time soon (other than the introductory sale) and I didn't want to see gameplay pop up in my recommendations.
This game was in development for seven years, so realistically, you're more likely looking at several thousand hours of development. For many people, this kind of thing is a once-in-a-lifetime achievement. Hopefully the developer does well enough that he can make another game, but he'd be far from the first indie developer who poured a huge chunk of his life into making a singular work of art and then had to go back to some corporate desk job in order to feed his family.
$25, meanwhile, is less than you'll spend to go see a movie if you buy a bucket of popcorn and a drink. It's less than the cost of dinner at a nice (not even fancy, just nice) restaurant.
And you're asking if $25 is too much for this? That's so short-sighted it's insulting. It's fair to ask if you'd enjoy the game or not; not every game is for everybody. But you need to get some perspective on how much your money is actually worth.
IGN reviewed the game as 9/10 and said they had a team of reviewers playing the game before launch in a community discord to find and share secrets with eachother and they all put well over 40 hours into the game each and most are still playing it.
But thats the thing, you cant take any one person's experience or criticisms as gospel. Really, I'd suggest reading a bunch of reviews and watching people's opinions on youtube, because only you can know what you expect from your money.
I think my mistake is stating "EVERYONE" when I meant, more so the Casual person. And I still stand by that statement. A casual person is not going to care for the amount of worked poured into something, the end result is usually the telling if something is successful or not. I posted this in another thread about YandereDev (A complete creep) who spent years working on his game, and the end result is just garbage. Ignoring the person and just looking at the art, he spent 8 years doing absolutely nothing, and there are a lot of games in development hell right now or that have come out that did the exact same thing. But a terrible product isn't forgiven for it's time spent, it's simply looked as a terrible product.
Imo 25 is asking a little too much. Used to buying Indie Games for 15-20. (Ones that have been worked on by 1 person) And Movie/Dinner is a bit of a terrible example, I can always replay a game. I can't go back and rewatch the same movie in a theater just because I bought the ticket once.
