Also, you can try and run it in Linux as it runs flawless in Linux..
But you should be getting like 65-90fps according to my search on youtube with someone running your CPU+GPU... actually they are only on 2070 non super also so..
I had the same problem with 3080, causing big stuttering on lower peaks and I solved it using DXVK library
1) Download 1.9 version https://github.com/doitsujin/dxvk/releases
2) Just copy the files d3d11 and dxgi from x64 to .exe folder.
3) Disable uplay interface.
4) Enable Steam shaders cache flag on parameters
You will have a long black screen when loading the first time and mini freezes during firsts 5 min playing due to shaders compilation. With the time the game will run better. The unique problem you will not able to activate HDR, which is my case, but I prefer high stable FPS than HDR ofc. The anvil engine is so bad that the translation from DX11 to Vulkan gives you more and stable frames.
Note that my friend could not do this with 970 and game only in uplay, but yoy can try.

Ran the Game back then sometimes at 2K, sometimes at 4K but both with Highest settings.
with 2K i was able to reach on average around 60FPS, at 4K around 40-50FPS on average.

And the only thing that changed are that i have a little less dips at 4K highest settings.
I looked at the Gameplay of others that use a newer RTX 3080/3070 card in combination with newer CPUs, but somehow these People also dont get much more at the same settings.
It really seems that Odyssey is very unoptimized and utilizes GPUs and CPUs very inefficiently. Only difference i noticed in Videos is that if you want to play 4K at somehow high FPS you need a lot of VRAM, everything else seems to be random. Oh and.. i heard that the new 30xx series of Nvidia have kinda big Problems with Odyssey, as in even launching the Game. :(
Looks like Odyssey is a cheap Port from Consoles to PC with unoptimized PC Settings. :(
Still like this Game very much, even tho more FPS would be awesome, especially considering that the draw distance (LoD) is horrible.
2 years or so ago it still was not high end.
Solved now Im playing on 70-100 fps one thing to note UPDATE YOUR WINDOWS and set the drivers to 470.11
OP thinks his rig is high end, some of us said it is not, facts.
