There isn't a clock because there is no need for one.
Tapping M brings up your map and if you hold it down you will meditate and change from day to night or night to day.
Some quests change the time of day automatically, like it or not....
But stealth is more effective at night. Guards can't see as well, they seem slower to react, there are (sometimes) fewer of them, less wandering around.. It's a subtle effect mostly.
After checking some things, there is a stealth skill which is more effective at night, So I'm guessing the player character chatter about dusk/dawn is to let the player know new rules are in effect if they aren't using meditate and let time move naturally.
