How does this game compare relative to Strategic Command: World at War?
In particular, in regard to learning curve?

This much more on operational level - whereas Strategic Command is more grand strategy level. However both are great games, I have loads of hours logged into both.

I would say that the learning curve on how to play is non-existent in unity of command - however mastering the game and the blitzing principle - that will take lot of time :D. However, it is time well spent, no other this easy to learn game demonstrates the usage of operational principles as well as unity of command.

I like Strategic Command WaW much more than UC II. I has more depth in my view but I like strategy games. I also prefer Order of Battle over this title.

Both very different games but overall Unity of Command 2 is a lot easier to learn. Certainly the invasion of Italy is a lot more spectacular and challenging in this game than Strategic Command. However while Unity is spectacularly detailed on each individual battle it will never represent overall strategy changes as you are basically locked into each country's doctrine from the start due to the kind of game this is.

Personally both World at War and Unity of Command 2 are my favorite WW2 games at the moment and I wouldn't be able to pick a favorite between them as they both excel in different ways.

I should also add though that I would highly recommend at least playing all the tutorials and the tutorial campaign in Unity of Command 2 as there are still some unique elements to learn.
