They could add a German small German campaign to the Soviet 45 DLC to help flesh it out.
This German campaign could contain their late war counter offensives, such as the Bulge and the offensive to relieve Budapest. Other German battles such as the mini bulge in Alsace Lorraine and the counter attack by the 3rd Panzer army against Zhukovs northern flank as he drove to the Oder River could also be added.
The Soviet campaign in Manchuria could also be added to the 45 DLC to fill it out.
I honestly believe there's going to be 2 more dlcs for the Soviets. It just makes sense from a business perspective.
I think that there is no way there's going to be a Soviet equivalent of victory in the west.
Why? It can start in January 44 when Zitadelle ended. Why would it extending to late 44 prevent bageation from being shown?

They are both Pz 38(t).
The top one looks like it has the Bulgarian Tsarist cross, which was commonly used on their tanks as an identification mark, sometimes it was on a white square.
The bottom one is probably Hungarian, as Kiwirob has already said.
